This reports per course and module all the users who have not yet reached their target. If a user should be on a specific target on the selected date but have not, this report will display that. It will not report users who have passed the level or are on that level. An X icon next to the user would mean that they have not started the module yet, other icons would represent the level they are currently on, this would be a prior level and not any of the next levels. The report is generated based on the applied filters.
